Genshin Impact is a game that is constantly expanding and adding tons of new features and characters. This includes the electro archon herself, Raiden Shogun, who, despite being an archon, will still need you to level her up.
Raiden Shogun is an excellent character to have on your team, especially if you are using Eula and Klee and want some powerful electro support. To ensure that the character is giving it her all on the battlefield though, you need to be ready to part with a ton of items and a hefty sum of mora. Raiden Shogun's Ascension Materials
To ascend the Raiden Shogun to level 90, you will need to gain a ton of adventure books and shell out over a million mora, as seen in the chart below:

Keep in mind that you can use Ley Line Outcrops to gather extra mora and experience books in exchange for a small amount of resin.
Raiden Shogun's Ascension Cost and Item Locations
Like with other characters, you will need to gather gems, along with boss materials to ascend the Raiden Shogun. You can get the Storm Beads to drop from the
Thunder Manifestation (AKA: the Electro Oceanid) located on Seirai Island. The Thundering Manifestation won't be available to fight until you have completed a short quest located on Seirai Island.

Amakumo Fruit can be found growing on Seirai Island in large amounts, making it an easy resource to gather. Handguards can be gained from fighting Nobushi and Kairagi, who can be found roaming all around Inazuma.
Raiden Shogun's Talent Materials
On top of ascending Raiden Shogun, you will also need to worry about leveling her talents to ensure that all of her attacks are doing peak damage. This will take you quite a bit of grinding as you need to gather hundreds of items.

The Light scrolls can be farmed from the Violet Court domain that's located in Inazuma on Wednesday, Saturday, and Sunday. The Molten Moment drop can be gathered from the weekly La Signora boss fight in Inazuma City. In addition, if you wish to crown Raiden Shogun, you need to use three Crowns of Insight, a rare item that is usually only available through the game's limited time events.
